Overview
El Capitan Reservoir is one of the larger City of San Diego reservoirs, set below the Cuyamaca foothills near Lakeside at 16850 El Monte Road. It stores drinking water, and the City now keeps recreation low-impact. Boating here today is about fishing from small craft.
What you can bring
The City's current page lists shore fishing, canoes, car toppers, kayaks and float tubes. Rowboats are permitted. Personal watercraft, waterskiing, wakeboarding, jet skiing, swimming and wading are all prohibited, and water contact activities are not allowed. The launch ramp is closed due to low water. A City FAQ said the ramp was expected to become unusable around August 31, 2025, which is why car-top boats are the practical choice.
Hours and fees
The reservoir is open Friday through Tuesday from half an hour before sunrise to sunset, closed Wednesday and Thursday and closed the first Friday of each month. It also closes Thanksgiving, Christmas and New Year's Day and opens Memorial Day, Independence Day and Labor Day. General admission is $10 for adults, $5 for youth 8 to 15, $7 for seniors and free for children 7 and under, with an extra $10 private boat launch fee. Payments are cash or check only.
Dogs may be on leash on land but not on boats, and camping and glass containers are not allowed.

By road
The reservoir is at 16850 El Monte Road in Lakeside, east of San Diego. The state boating directory lists the launching facility at 16852 El Monte Road.
Ramp status
The City lists the boat launch ramp as closed due to low water levels. Car-top boats, canoes, kayaks and float tubes are the allowed options.
Where else to launch
A City FAQ says ramps are available at other City reservoirs including San Vicente, Lower Otay and Murray, depending on water level.
