Imperial Beach and Imperial Beach Pier

Overview
Imperial Beach's municipal pier reaches nearly 1,500 feet into the Pacific from Portwood Pier Plaza at 940 Seacoast Drive. The first pier went up in the 1960s and was destroyed by a storm, then rebuilt in the 1980s. The Port of San Diego gave it a major upgrade in 2006 and has kept improving it, with new pilings and deck planks, fishing-rod holders, a shade canopy and distance markers every 250 feet. The Tin Fish restaurant sits at the pier's west end.
Beach and pier
Lifeguards are on duty 7 a.m. to dusk every day, covering the beach from Carnation Avenue to the south end of Seacoast Drive. You can swim and surf anywhere on the beach except near the pier and jetties, and swimming, surfing and diving are banned within 20 feet of the pier. Fishing from the pier doesn't need a license, but size and bag limits apply, and the pier has its own casting and gear rules.
Water quality
Beaches in the south of the county, including Imperial Beach, are affected by cross-border sewage flows from the Tijuana River Valley, and the shoreline has often been closed to water contact. The County samples here every day, so check sdbeachinfo.com before you swim or surf.
Plaza improvements
A splash pad with accessible showers is under construction at the plaza and is expected to be finished by late 2026.
Getting there & access
Parking
Portwood Pier Plaza has a free public lot at 128 Elkwood Avenue with 2 accessible spaces. During splash-pad construction, materials are staged in the lot's northwest corner.
Pier entrance
The pier starts at Portwood Pier Plaza, 940 Seacoast Drive, where you'll find restrooms, an outdoor shower, picnic tables and bike racks. The plaza is open 6 a.m. to 10:30 p.m.
Beach wheelchairs
Imperial Beach lifeguards have two powered beach chairs that can go on the sand.
Surf fishing
Fishing from the beach needs a license. Surf anglers must stay 150 feet from swimmers and surfers and 300 feet from either side of the pier. Fishing is restricted in the Tijuana River Mouth State Marine Conservation Area.

Rules & official resources
- No fishing license is needed on a public pier in ocean or bay waters, but minimum sizes, bag limits and seasons still apply
- No swimming, wading, surfing or diving within 20 feet of the pier
- No bikes, skateboards or skates on the pier deck, no surfboards on the pier, and no diving or jumping off it
- No above-rail casting, a maximum of two poles per person (a drop line counts as a pole), and no fishing in closed areas of the pier
- Dogs must be leashed (6 ft max) and aren't allowed on the beach between Imperial Beach Blvd and Palm Ave or on the pier
- No alcohol, open containers or glass on the beach, the pier or the pier parking lot (except alcohol bought and consumed at the Tin Fish)
- No removing mussels, clams, barnacles or other sea life from the pier pilings
- Fires on the beach are unlawful unless contained in a fire ring provided by the City; the City's beach FAQ says bonfires aren't permitted
Common boat service needs here
Boats on south San Diego Bay
Imperial Beach has no harbor of its own, so local boat owners keep their boats on south San Diego Bay. Warm bay water speeds up hull growth, so diver cleaning on a regular schedule is the most common need.
